Business Analyst

Tal-Ex is partnering with a government services provider to identify a Business Analyst for a contract to hire role in Arlington, Virginia. 
Responsibilities:
· Responsible to facilitate the delivery of professional information services.
· Drive requirements gathering and definition and work with the team and client personnel to ensure requirements are understood and testable.
· Work with assigned business units to gather and clearly define requirements for new functionality and adaptive changes to existing functionality of business, personnel and operational requirements.
· Perform existing and planned requirements/capability gap and impact analysis, business process modeling, work flow process analysis and design.
· Report creation and presentation to senior management.
· Conduct study supporting the Stand-up of the Account Executive function and will thoroughly map the current state of requirements collection, analysis, and prioritization, to include requirements for: exercises, training, assessments and assistance visits, classified information sharing and other activities, as identified in the initial survey of capabilities and requirements.
· Prepare and deliver analysis to include functional hierarchy, workflow, business rules, interface design and definitions, outstanding issues, data analysis, and data mapping to clients and staff.
· Be responsible for direct interaction with clients including, but not limited to, eliciting comprehensive business requirements and use cases and recommending appropriate solutions.
· Update and maintain Requirements Traceability Matrix.
· Manage multiple competing priorities through effective organization and communication.
· May be required to formulate, draft or finalize use cases, program management plans, IT transition plans, and other plans in collaboration with the Program Manager.
Required Experience:
    •    Requirements gathering, gap analysis and impact assessments.
    •    Business intelligence gathering and process mapping.
    •    Strong MS Office skills (Word, Excel, PowerPoint).
    •    Excellent written and verbal communications.
    •    Understanding of business analysis principles, processes, and techniques.
    •    Strong consultative and advisory skills.
    •    Work in a large environment, government experience preferred.
Desired Experience:
· Strong MS Project, Adobe Acrobat and MS Visio skills.
· SharePoint and portal maintenance.
· Common Operating Environments.
· Cyber security tools and capabilities.
· Working with classification levels.
· Knowledge of SELC, IT systems, tools
· Business intelligence gathering and services process mapping.
· Previous experience or work history with DHS a plus.
· ITIL, PMP a plus
